公共衛生
公共衛生是一門預防疾病，延長壽命，增進身心健康與效率的科學與藝術；經由有組織的社區力量從事環境衛生、傳染病管制、個人衛生教育、組織醫護事業以早期診斷與治療疾病，進而發展社會機構以保障人人均有足以維持健康生活的水準。(1920年由耶魯大學Winslow教授所定義)
Public Health is the science and art of preventing disease, prolonging life , and promoting physical & mental health and efficiency through organized community efforts for the sanitation of the environment, the controls of the community infections, the education of the individual in principals of personal hygiene, the organization of medical & nursing service of the early diagnosis & preventive treatment of disease , and the development of the social machinery which will ensure to every individual in the community a standard of living adequate for the maintenance of health. 公共衛生的概念
「 如何去確定衛生需要是衛生計畫時最重要的一點；特別是我國政府正在試辦集體開業及建立社區保健中心的時候，我們更要根據調查民眾的衛生需求來評估所提供的服務及工作成果。 茲譯述 Rabin E. Mac Stravic 所蓋「Determining Health Needs 」ㄧ書的第ㄧ章「Basic Concepts」，以供大家參考。」(衛生行政 P.1 王國裕譯 台灣省公共衛生研究所)
公共衛生的重要性
ㄧ個國家的興衰和公共衛生的推廣有著密不可分的關係，我國在日據時期逐漸建立衛生行政體系和各項法規的制定，積極建立環境衛生行政建制，包括有：
1.策劃上下水道設施，聘請英國籍顧問布頓（Burton）積極策劃上下水道之興建。
2.制定「污物掃除規則」。
3.制定「飲食物暨其他物品取締法」。
4.制定「台灣飲食物防腐劑、木精、有害性著色料、人工甘味，飲用器具取締規則」。
5.制定「市場、屠畜、獸肉營業，清涼飲料水營業，冰營業、理髮營業等取締規則」。
6.制定「大清潔法施行規程」。
7.制定「家屋建築規則」：配合都市建設，推進建造耐火、衛生之房屋。
還有日據時期之各項環境衛生施政，如上下水道建設，污物清理，清潔大掃除，家屋與廁所之改善，市場及屠宰場衛生管理、墓地及火葬場管理及營業衛生管理等和近年來加強醫療服務的供應、醫療體系的整合、衛生服務品質提升，促使我國國人死亡率下降、平均壽命延長、醫療設備和醫護人員的提昇、急性傳染病能有效控制，都能證明公共衛生推動的重要性。 (資訊走廊-出版品-臺灣地區公共衛生發展史 http://www.doh.gov.tw/lane/publish/history/3-6-1.html#3-6-1-1 ；左如梅 郭憲文 于祖英 尤姵文 1996 ；行政院衛生署 1995)

世界衛生組織(WHO)
The World Health Organization (WHO) is a specialized agency of the United Nations, acting as a coordinating authority on international public health, headquartered in Geneva, Switzerland. Historically, WHO inherited much of the mandate and resources of its predecessor, the Health Organization (HO), which had been an agency of the League of Nations. The WHO was established by the UN on April 7, 1948. The current Acting Director-General is Anders Nordström, following the sudden death of Lee Jong-wook.
